The odds are very high that both of you are correct.  In previous centuries u.s. Americans' genocidal campaigns to make US great didn't often have the means with which to annihilate entire villages of indigenous peoples from the landscape. The great US did their best at killing and destroying 'foreign to US' humans along with whatever life and resources might sustain such 'foreigners' on land coveted to be cleansed by US.  US learned early on in capitalists' genocidal march over humanity that refugees and migrants, indigenous survivors of US genocide could not be made into as useful slaves as could be made of peoples kidnapped or seduced from homelands oceans away.  A great US view then was that indigenous refugees created by US covetous militancy policies in non-US territory are alive only because they escaped or have otherwise survived US cleansing to create lebensraum for US expansion, exploitation in the process of sustaining euroUS capitalism which in this case means advancing by intimidation, fraud, terror, murder, bribery, advancing by any means necessary since the goal is a righteoUS one.  Such refugees and migrants are effectively invisible to US even as they were and are created by US. 

Immoral and hypocritical as US is, there is still maybe enough of a soul in the beast somewhere that could be shamed into first immediately ceasing to create human refugees and migrants worldwide, followed by caring for those whom US ideology, policies, economy and militancy have newly -ie from Kissinger, Brzezinski to Bolton- created to date starting with peoples in Latin America and the Middle East.
