One Question about Florida's Shooting Kids in Hoodies Law

So, if you're where you're supposed to be and some guy follows you in an unmarked car, is instructed by police specifically to leave you alone but gets out of his car and accosts you in some fashion anyway with the end result being that he shoots you to death,

this is legal in Florida?

Only if you're black?

It's also legal in about thirty other states, particularly if you're a black or Hispanic male under fifty.  I had a really bad feeling about this one from the get go.

This may have been due to prosecutorial incompetence but, if so, the State should have been more careful with such a high profile case.
