I suppose you think you understand this issue better than John Adams when he said,

"The whole people must take upon themselves the education of the whole people and must be willing to bear the expense of it."  

Your "priced at the students' additional life time earnings" doesn't exactly do that, now does it?

I'd also challenge you to determine the actual cost. For example, are you including the "cost" things like a HUGELY lower number of college graduates ever need social assistance?  Does it include the fact that a better educated populous statistically makes better decisions, thereby resulting in HUGELY less incarcerations? Etc., etc., etc...

...but, of course you aren't going to believe little 'ol me (you misogynistic git!), so maybe you'll listen to this guy...

Wow, talk about not being able to get a joke. And while most jokes can be funny in one way or another, I just can't help it but feel a certain feeling when a University of Phoenix diploma arrives across my desk inserted in a CV. Lets face it, the Right just can't handle the truth, or find enough desperados to "teach" many of the so called classes they include in for profit curricula. As a result, you get private institutions that dispense absolute bullshit like opposition to climate change, and instructors who are just any Tom, Dick or Mary off the street themselves, often without any credential but who have some form of attachment to a subject but no true training, and certainly no prior experience as teachers. But, it many want degrees and it sure is easy to just take out a loan from the recruiting office than do well in high school and gain admission to a University of Repute. Anyway, DeVos' family has managed to mangle both higher education and the military, what a combination and there is no telling how long or if ever, America will recover. We certainly have not done well in Iraq no thanks to Blackwater, and UoP and other for sale diplomas are hardly brimming over the tops of engineering or any other top flight skill set critical to the new economy.

I've was tangentially involved with Full Sail , which purports to educate young folks for work in the glamorous music and film industries (those of us who've worked in those businesses know they are far from glamorous), in that I worked on building a recording studio for them. Far as I could tell, it was a scam, though at least it wasn't as godawful as Trump University. I suspect a lot of those students claiming fraud were victims of these sorts of "educational institutions", where students pay tuition and fees that often every bit the equal of real colleges and get little for it besides a diploma to hang out the wall. What these outfits generally don't have and don't invest in is placement services for their graduates. You can add DeVry and a whole host of other outfits to the list of dubious educational outfits.
